The North Eastern Council was constituted in 1971 by an Act of Parliament.The constitution of the Council has marked the beginning of a new chapter of concerted and planned endeavour for the rapid development of the Region. Over the last fifty years, NEC has been instrumental in setting in motion a new economic endeavour aimed at removing the basic handicaps that stood in the way of normal development of the region and has ushered in an era of new hope in this backward area full of great potentialities.

North Eastern Council Secretariat Library, popularly known as NEC Library and officially termed as Regional Documentation and Information Centre (RDIC) was established in the year 1974. Since then, the Centre has built up a very respectable collection of documents of research, studies and reports on various aspects of potentialities and development of this region besides setting up a Library-cum-Reading Corner. It has stock of more than 64,000 books, 10000 reports, plan documents etc. of 8 States of Northeastern region, and subscribes to 30 numbers of Journals, both national and international, on various subjects related to its main objectives. The centre is subscribing to 12 numbers of daily and weekly newspapers and 10 numbers of Magazines. It has a huge collection of documents or books related to North Eastern region.
