Eligibility and age requirement to join Border Roads Organization?

I am a diploma engineer (CIVIL) and my age is 31 years. I have 3 years experience in the construction of multi-storied buildings, roads and 02 years experience in soil investigation presently I am working in RITES Ltd.(PSU of the ministry of the railway) as a technical assistant (civil) since 12.06.2008 on contract basis. Border roads organization has declared the vacancy of J.E. (CIVIL) and I am interested in working with B.R.O.
